Senate President José Luis Dalmau Santiago drafted a bill banning all members of the governor’s cabinet and all heads of agencies implementing public policy from participating in political-partisan activities.
The bill is designed to establish rules for the participation of certain government officials in political partisan activities in the jurisdiction of Puerto Rico and the United States.
To this extent, Dalmau Santiago notes that the participation of heads of agencies must be clearly and firmly separated from their role as government officials and their participation in party political activities. “Even if the government has to suffer the evil of government corruption. These people cannot tolerate confusing the role of government agencies with political activity. When government management is confused with partisan activities or political conversion and the government entity and the resources of the people are used for those ends or ends, the democracy and faith of the people in their institutions are too badly damaged ”.
The Senate leader recalled that the restriction only applies to four government officials. Justice, Education, Police and Finance have that ban nowadays. However, we see that this restriction is insufficient as a barrier to government corruption in the country. Recently, however, agency heads have been seen to be used to recruit and fund political parties and candidates.
“While honesty and values should be an essential part of any official, it is important to legislate so that it is crystal clear that the participation of these officials in party political matters will be prohibited at all times. No exceptions or excuses. This is unbearable in a democratic society. The government must have honest government officials who are committed to managing public affairs without pressure, threat or interference from party political interests, ”said Dalmau Santiago.
“The resources and public funds are for services to our people, the government function does not tolerate the misuse of money and the powers and access of every administrative entity of the government are used for campaigns rather than to change the lives of our people . Transparency can have no nuances or exceptions, ”said the also chairman of the Popular Democratic Party.
