They approve a booklet for those who are not in the census to vote

TEGUCIGALPA.

In the midst of controversies and in the absence of an adviser to conclude the plenary session, the National Electoral Council (CNE) approved the use of special booklets so that about 500,000 Hondurans who were not on the electoral roll can vote next Sunday 14.

Ana Paola Hall, Chairman of the CNE, his colleagues Germán Lobo and Rixi Moncada called on members’ credentials in the Received election tables (EIA) and the mechanism to guarantee the right to vote, as they were only four days away from the primaries.

However, Deputy Councilor Lobo sent a letter to the CNE where he stated that he would not attend the hearing because, according to him, the printing of the additional booklets had already been approved since Monday.

“I will not participate in plenary as I cannot legitimize decisions on issues that are already a fait accompli, of which I am not aware of their discussion,” said Lobo.

Alejandro Martínez, secretary of the CNE, ratified the opening of the plenary session only with the two councilors on the basis of Article 14 of the Special Law on Selection and Appointment of Electoral Authorities, which dictates: CNE it must take its decisions in plenary meetings previously convened or in plenary meetings convened by mutual agreement, which require a quorum of the presence of the majority of its members, including the chairman-director.

Councilor Hall said the problem where many Hondurans will not be able to vote is a national reality, and the same National Register of Persons (RNP) acknowledged the problems at the electoral body.

Based on the identified inconsistencies, the two counselors unanimously approved the special lists offering a solution for three affected groups.

Recommendations

The RNP recommended that for the 1.6 million citizens who underwent a home update with the allocation of a new voting center and where approximately 350,000 the issue was not resolved, the CNE draw up an additional list of the voting centers where they previously voted.

In the case of the 54,000 citizens who, due to the lack of biometric validation and other inconsistencies, were not included in the new census, it was proposed to compile an additional list containing the previously known information so that they can vote.

Communities filed complaints showing that voting centers had changed or that many people would not be able to vote next Sunday.

In the case of the 100,000 citizens who registered after December 30, 2020, they propose an additional list provided by the CNE and they can exercise the right to vote.

Councilor Hall pointed out that if they hadn’t found a solution yesterday, thousands of Hondurans would have indicated they would seek a solution by drawing up empty lists so that people with problems could exercise their suffrage.

The plenary session of CNE decided to allow the use of the supplementary list of voters to the parties that requested it (Liberal and Libertad y Refundación) to guarantee the right to vote.

Election bags will be distributed by the CNE with the support of the armed forces in the coming days so that the primaries can take place.

“We instruct the electoral directors to immediately order the printing of the booklets and put them in the voting bag, ”said Hall.

The National Party on Monday pointed out that the inclusion of the special lists was illegal.

Kilvett Bertrand, executive secretary of the National Party, responded via his Twitter account that the plenary meeting between two magistrates who took the illegal decision was a “disaster” for democracy and the transparency of the process.

In addition, yesterday, Bertrand sued the Public Prosecutor, Moncada, for abuse of authority over the publication of the booklets.

Antonio Rivera, deputy of the National Party, said they now want to use a booklet to cure a problem caused by not wanting to use the 2020 census.

“The political solution would be for each party to make the decision whether or not to use the said booklets, what happens is that Libre wants someone to vote up to four times, but we as a party will be with the normal booklet,” said Rivera. . .

Election experts believe that the election booklets can solve the problem and that each party decides whether or not to take it into account, but in all these controversies there are those responsible.

“For the short time that remains, the way out is that each party can agree on a mechanism to ensure that voting rights are respected,” said analyst Filadelfo Martínez, who believes the councilors should be removed due to their inability.

“Of the evil, the least, that they the bookletseven if there is a risk of fraud, but people will not be left out, ”said Augusto Aguilar, former president of the Supreme Electoral Tribunal.

Report to RNP

The secretary of CNE He asked the National Congress to question the RNP commissioners for the “disasters” they created during the application process to obtain the new ID.

Martínez said that because of the RNP, the CNE tried to resolve the disaster caused by the enrollment inconsistencies.

“That goes to show they didn’t have the capacity to sign up, and what angers me the most is that none of them show their face. In internal meetings they accepted their mistakes, but in public they say everything is fine, ”said Martínez.

I ask Congress to challenge it RNP for all this disaster they have left us, ”he added.

And he concluded: “I ask the commissioners of the RNP that they resign if they don’t have the capacity to do their job well ”.

Suitcase distribution

The CNE Presiding Magistrate and Tito Livio Moreno, Chief of the Joint Chiefs of Staff of the Armed Forces AA, gave the go-ahead for the first convoy of route number one to transfer the election material to the first five divisions, as set in the election schedule.

In 53 trucks guarded by AA forces, 5,526 election bags were transported to 1,346 voting centers in Atlántida, Yoro, Colón, Copán and Ocotepeque.

The authorities of the CNE confirmed that the election bags do not contain the special booklets, which will be printed and distributed in all voting centers in the coming days.

The CNE It has until Saturday, March 13 to complete the distribution of the election coffers in the 5,691 voting centers set up for this Sunday’s primaries.

Only 28% of candidates for positions presented accounts

TEGUCIGALPA. The apathy and failure to meet the requirements of the candidates for popular positions for the primaries is more than evident to the Financing, Transparency and Inspection Unit (UFTF).

The proof of this is that only 1,700 (28.4%) of the 6,000 compulsory subjects timely reported the opening of their bank account and the accreditation of their financial manager.
The commissioner of this body, the German Espinal, reported that “we have reached 1,700; of the 6,000 candidates who had to register the account, more than half did not. The quality of the citizens who apply as political candidates leaves much to be desired ”.

“It’s complicated because we see a citizen who wants to govern at a municipal and national level and doesn’t stick to it,” he added. The official announced that a detailed report of all candidates who ignored this provision of the Clean Policy Unit will be released next week and then apply the corresponding sanctions, but not before the violators can state their reasons and proceed with the correction.

A minimum wage of 25 to 50 years would be the monetary penalty for those who violate the requirements, in accordance with the Law on Funding, Transparency and Control of Political Parties and Candidates.

The UFTF granted applicants two extensions to meet this requirement, granting the first extension of the term.
