“Cuini” is a former leader of the criminal group Los Cuinis, a clan of at least 18 brothers who reportedly run the Jalisco Nueva Generación Cartel (CJNG) money laundering networks. Together with his brother-in-law Nemesio Oseguera Cervantes, aka el “Mencho”, is said to have coordinated international drug trafficking operations in America, Europe and Asia. He worked for the Millennium Cartel in the 1990s and eventually was part of the original group that formed the CJNG and Los Cuinis in the 2010s. He was arrested in Puerto Vallarta, Jalisco on February 28, 2015.

The “Cuini” has been in various prisons in Mexico since his arrest. In 2018 he was transferred to the Federal Center for Social Readjustment No. 14 (“CPS Durango”), a maximum security prison in Gómez Palacio, Durango. However, he complained about the transfer, stating that the prison did not provide him with proper health conditions and kept him separate from the rest of the prison population. He asked a court to return him to the Altiplano because he said he feared for his life.

In February 2019, the “Cuini” was transferred to the Northern Preventive Prison. His transfer sparked tension after several prison guards complained about receiving death threats and seeing vehicles carrying armed men outside the prison. The guards asked them to change the area of ​​the prison where they worked and their working hours.

Fearing a prison break, authorities moved Cuini back to the Altiplano on July 27. A week earlier A video circulated on social media that the CJNG planned to help El Mencho’s partner escape from prison.
