Senate passes border development law

The Senate of the Republic this Friday, in a single reading and in an extraordinary session, passed the law extending the period of tax exemptions provided for in Law No. 28-01 which creates a special border development zone.

Senator Faride Raful (National District) has asked the Senate Plenary to include and release this piece on the agenda for this session. The piece was approved by the 28 senators present today.

This was reported by lawmaker Raful during her intervention in the hearing the members of the commission have decided not to accept the changes made by the Chamber of Deputies to the above initiative.

The piece of legislation aims to extend the period of tax exemptions granted to companies classified by Law No. 28-01 of February 1, 2001, which creates a special border development zone, encompassing the provinces of Pedernales, Independencia, Elías Piña, Dajabón. , Monte Cristi, Santiago Rodríguez and Bahoruco, as amended by Law No. 263-05 of April 5, 2005.

The project also states that a 50% reduction in any other taxes, rates or contributions in effect to date or that may be determined in the future, while the 30 years in force of the exemptions contemplated in this law .

This law also contemplates that industrial, agro-industrial, agricultural, metallurgical, free zone, tourism, metallurgical, and energy companies, and all types of businesses permitted by established Dominican laws and set up in the future and operating within the boundaries of the provinces of Pedernales, Independencia, Elías Piña, Dajabón, Monte Cristi, Santiago Rodríguez and Bahoruco, They enjoy one hundred percent exemption from the payment of internal taxes, customs duties on raw materials, equipment and machinery.

Law No. 28-01 sets deadlines for enjoying tax exemptions provide for the same, so that on February 1, the tax exemption period for companies under this special regime would be exhausted.

The legislative piece returns to the Chamber of Deputies, which must know the original project as it was approved and presented by the senators before February 1, 2021.

This project was written by senators Dionis Sánchez (Pedernales); Antonio Marte (Santiago Rodríguez); and David Sosa (Dajabón), who has two points of difference from Law 28-01: the extension of the current term and the reshuffle of the board of directors that will govern it.

Prior to the approval, the president of the Senate, Eduardo Estrella (Santiago), exhausted a turn of events and emphasized the work of the Senate Finance Committee.

“As a defender of the Dominican border, it is extremely important and vital in a situation like the one the country is in to pass this law. The country’s border should not be deprived of this law, ”he said.

“The Senate of the Republic and the Chamber of Deputies, in a government of Luis Abinader, could not enforce this law. I promised Faride and Dionis that we would meet today and here we are, ”said Estrella.

The senators also approved, in one reading, the loan contract signed between the Dominican Republic and the Inter-American Development Bank (IDB) to fund the network expansion program and reduce electrical technical losses in distribution for an amount of 155 million dollars.

This piece is intended to support the first phase of the Master Plan for the Expansion of the Distribution System in the Southern Electricity Distribution Company (EDESUR) by reducing technical losses, providing greater continuity and quality of supply through the construction of new distribution stations and associated points and rehabilitation.

The initiative, steered by the executive, was approved with the favorable vote of 18 senators out of the 27 present at the time.

In one reading, lawmakers approved several diplomatic appointments, including that of Lourdes Gisela Antonia Victoria-Kurse, as ambassador to the Slovak Republic.

In addition, the diplomatic appointment of Angie Shaquira Martínez Tejeda in Jamaica and the appointment of Manuel Ernesto Polanco Salvador in the Republic of Paraguay.

During the session, the senators also ratified the diplomatic appointment of Fausto Rafael Liz Quiñones in the Republic of Chile and ratified the diplomatic appointment of Miguel Ángel Prestol González in the Portuguese Republic. The nomination of Claudio Miguel Marte González, ahead of the Plurinational State of Bolivia, was also confirmed.

In second reading, the bill was announced that named “Juan Ramón Díaz” denotes the secondary school of the municipal district of Yerba Buena in Hato Mayor province, an initiative of Senator Dr. Cristóbal Castillo.
