Senate approves contract between PREPA and Luma Energy

The Senate passed the Senate resolution on Thursday 1 which instructs the Energy and Energy Project Commission to conduct a thorough investigation into the award of the contract between the Electric Power Authority (PREPA) and LUMA Energy, LLC.

“There is an important agenda involving the whole country. I am not filing my first resolution against public policy, public policy is made by the Legislative Assembly. The fact that the Governor has appointed a steering committee does not prevent the Assembly from investigating. Various sectors have made their voices heard and say: be careful with that contract. I have read the contract and it arouses suspicion. It is not a partisan resolution and it is not against LUMA, the most important thing is to have the correct information, ”stressed the author of the measure and Senate President José Luis Dalmau Santiago.

The resolution explains in the statement that “In order to ensure fair and transparent business for the people of Puerto Rico, we urgently need to investigate the award of the contract between the Electric Power Authority and LUMA Energy, LLC. The Senate of Puerto Rico must determine the procurement process conducted, the scope of the agreement, its impact on the rights of the employees of the public company, as well as the potential effect on the market and the finances of the company, and billing for consumer service. If necessary, the study must weigh up the feasibility and the effects of amendment or cancellation of the contract.

Victory Citizen Movement (MVC) senator Rafael Bernabe, in turn, indicated that this LUMA contract has even been contested by people for privatization. “We are in favor of a thorough investigation and that we are doing everything we can to cancel this contract. That should be our perspective and goal. We support this resolution as part of the rejection of this contract, which is burdensome for the people of Puerto Rico, ”added Bernabe.

Meanwhile, the independent senator, José Vargas Vidot, indicated that the investigation is a positive step towards what is desired. He stated that the fear that it will continue to be investigated does not rule out other possibilities and that the complexity of the process should not discourage the sacred exercise of control.
