The Dominican Telecommunications Institute (Indotel) Council will enact a new resolution on January 11, which will be added to Resolution 92-19, take control of the cell phone registry and avoid triggering stolen equipment.
Indotel’s president, Nelson Arroyo, told Listín Diario that through these resolutions, a record will be kept of the IMEIs of the mobile phones at the time of activation, to determine that it was not stolen.
Resolution 070-19, Arroyo said, is waiting for service providers to install the required equipment and will be a requirement for people going to activate a cell phone, such as taking photos and placing their fingerprints.
This provision, “Standard governing the contracting and activation of public telecommunications services,” was approved by the Indotel Board, but is scheduled to come into effect on January 11.
Yesterday, the Listín published an editorial on the topic, calling for tougher sanctions on stores buying cell phones knowing they are dubiously owned, in relation to the armed robbery of El Día newspaper director and his family last Saturday in a park in La community of San Cristóbal.
In the coming weeks, Indotel will launch an explanatory process of the standard so that its importance is understood.

To monitor the registration and use of mobile terminal equipment (cell phones) in the networks, the internal databases of the providers that are members of the Association of Communication and Technology Companies (Comtec) are linked to the centralized database (BCD) of the Denied Series system managed by Indotel. Claudia García, Executive Director of Comtec, confirms that the operators have adapted their networks and systems to ensure that the Denied Series system is consulted when registering or accessing mobile terminal equipment in their network.
In addition, the providers’ customers have mechanisms for reporting stolen or lost terminals operating in person in their service centers during business hours and by phone in 24-hour mode for seven days.
