Happened at around 8:40 PM on Broad Street and Erie Avenue.
Police say a City View Pizza delivery driver was making a delivery with his wife and two children, ages 4 and 2, when the suspect got into the car and left with the family still in it.
At around 10:30 PM, the family was found safe on the streets of 21st and Spring Garden, but police say the suspect hijacked another vehicle and chased officers across town.
Chopper 6 was above her head while the suspect tried to evade officers. At one point during the chase, the suspect led officers right through the parking lot of the Philadelphia Police Department on Race Street.
The suspect was arrested in Franklin Square Park just after 11 p.m. He has not been identified.
No injuries have been reported.
