The rules package would also prohibit members from distributing knowingly manipulated images or “deepfake” videos.
The package would also establish a special committee on economic inequality and fairness in growth and require committees to include plans for how their work would address the differences in the next session. And it would require committees to publish online all amendments considered at mark-up within 48 hours of consideration, and increase the availability of machine-readable versions of legislative documents.
“This proposal does not tinker with ethical reforms. It contains historic ideas to protect whistleblowers and prevent everything from the undue influence of lawbreakers on the House Floor to the spread of deepfakes on government accounts, ”McGovern said in a statement.
“This proposal also sheds light on those struggling to get ahead in America today and keeps us focused on the most pressing issues facing our nation. I want to thank my colleagues, outside stakeholders and everyone who has helped us develop these transformative ideas, ”he added.
