The Central Electoral Council (JCE) said they have not initiated a restructuring process in that entity’s IT department, as the Fuerza del Pueblo party had condemned.
People’s Force had highlighted the alleged irregular appointment of Ceira Merejo González and Danny Marcelino Reyes Ramírez, with the rank of deputy directors in the field of computer science and in one case requested their suspension until the JCE plenary reaches a final decision on the issue, prior to consultation and consensus with political parties.
The Plenary said that Article 16 of Organic Law No. 15-19 on the electoral regime stipulates that the appointment of officials and employees will be the responsibility of the JCE and that this legal text explicitly states the need for prior consultation with the parties, groups and political movements is aimed only at the appointment of the directors of the Elections, Computations, Civil Registry and Identity and Electoral Card Departments, who will be responsible for the Electoral Register ”, without being subject to the consultation procedure of the appointment or appointment of the other directors, deputy directors and employees, who are freely appointed by the plenary meeting of this institution.
However, the JCE decided to assign the functions of Mr. Danny Marcelino Reyes Ramírez as of this date as special assistant in the office of Patricia Lorenzo Paniagua, a member of the plenary, and Ms. Ceira Merejo was ratified in her duties González, as a deputy IT director at the institution.
They ask for consultation
The President of the JCE, Román Jáquez Liranzo, convened the parties to the preliminary consultation, as enshrined in Article 16 of Law 15-19 on the electoral regime, for the appointment or ratification of the directors of elections, information technology, registration Marital status and identity and election card, who will be responsible for election registration, a process beginning April 19, 2021.
