In a decision in first instance, the Comptroller General made a ruling with fiscal responsibility amounting to 71,674 million pesosout of grave debt to the former governor of Córdoba Alejandro José Lyons Musk and other officials and former officials of the government of Córdoba, on behalf of the so-called ‘hemophilia poster’.
In this case, irregular payments of billions of pesos were made from the ward budget for alleged hemophiliacs who were actually in good health, or who never existed.

To commit the fraud, the controller explained, support and false documents such as medical records, medical orders, and lab tests, among others. Despite this, Lyons is still free in Miami (United States).
The first instance ruling also concerns four former health secretaries of the department, three medical auditors, two coordinators and the IPS Unidos por su Bienestar and San José de la Sábana, with their respective legal representatives.

In accordance with the tax ruling of the Intersectoral Delegate Comptroller’s Office No. 2 of the Special Investigations Unit against Corruption, in addition to Lyon, the following were also declared fiscally responsible:
Alfredo José Aruachán Narváez, as Minister of Development
of the health of Córdoba; Alexis José Gaines Acuña, as Córdoba’s Health Development Secretary; Edwin Preciado Lorduy, as Secretary of Development
Health of Córdoba; Juan Carlos Cervantes Ruiz, as Secretary of Development
the health of Córdoba; Alfredo Ignacio Ceballos Blanco, as the plan’s coordinator
Extensive Immunizations (PAI).
Also sanctioned was Adalberto Rafael Carrascal Barón, as coordinator of the CAM of the Ministry of Health and Development of Córdoba; Juan David Náder Chejne, medical auditor; Marcela Sofía Suárez Luna, medical auditor; Mayda Gómez Ochoa, medical auditor; the IPS Unidos por su Bienestar SAS and its legal representative, Guillermo José Pérez Arcila; and the IPS San José de la Sabana SAS and its legal representative, Rubén Darío Guerra Gil.
