Governor Pedro Pierluisi establishes the Puerto Rico Reconstruction Council

Governor Pedro Pierluisi today announced the creation, by Executive Order, of the Puerto Rico Reconstruction Council, whose function will be to accelerate the island’s recovery and reconstruction process.

Implementing Decree 2021-011 states that it is a priority of this administration to accelerate the financing and implementation of recommendations, consultations, permits and construction of infrastructure projects of a critical and urgent nature to address the damage caused by disasters of course.

The Reconstruction Council, which will be chaired by Secretary of State and engineer with more than 30 years of experience, Larry Seilhamer Rodríguez, will also include other officials from the government of Puerto Rico whose agencies are related to the reconstruction process. These agencies are: Central Office for Recovery and Reconstruction (COR3), Department of Housing, Authority for the Financing of Infrastructure of Puerto Rico, Department of Transportation and Public Works, Department of Economic Development and Commerce, Department of Natural and Environmental Resources, Ministry of Education, Electric Power Authority, Aqueduct and Sewer Authority and the Assistant Secretary to the Government for priority projects.

“I have stated as a public policy that any reconstruction project resulting from the damage caused by Hurricanes Irma and María, as well as the recent earthquakes, will be considered a crucial project that must be addressed with agility and urgency and ensure that they are are carried out. with the applicable environmental regulations, ”said the director.

The Reconstruction Council will identify and recommend the various critical reconstruction projects and their level of priority and issue a report to be submitted to the Governor and the Secretary of Government setting out the recommendations of the projects and their order of priority. The deadline for presenting the report is 60 days from the effective date of the Executive Order.
