According to this 38-year-old Colombian, he graduated in 2006 as a surgeon from the Pedagogical and Technological University of Colombia, in Tunja, the capital of the Boyacá department (center).
He explained that after overcoming some personal difficulties managed to complete a specialization in thoracic surgery at the University Hospital of A Coruña (Spain) in May 2019.
Ovalle, who stays in a small chair with a sleeping bag and a thermal blanket very close by, assured that he has provided all required documentation to the Ministry of Education.

What happened, he said, is that those responsible for studying the validation of the title “don’t read the information,” adding that the group evaluating his case included a dentist, a bacteriologist and a nutritionist and that, that’s why you continue to protest for as long as it takes to validate your title.
While the situation is being resolved, Ovalle has been visited by officials from the Bogotá Health Secretariat, including a doctor and a mental health specialist.

Through those visits, at least seven since the start of the protest, they have only shown that Ovalle is dehydrated and that he is consuming serum, one of the doctors at the Bogotá Health Secretariat told Efe.
For its part, the Ministry of Education assured in a statement that “it has made all guarantees (to Ovalle) as indicated by the procedure.”
He recalled that the government has launched a decongestion plan for the recognition of higher education degrees obtained abroad.
Of a total of 22,591 applications submitted by citizens with a cut-off up to December 2020, the ministry responded to 21,494 procedures (95%).
