Francisco Javier García Cabeza de Vaca governor of Tamaulipas, represents a process of indignation after the Specialized Unit for Investigation of Operations with Means of Illegal Origin and of Counterfeiting or Currency Conversion, attached to the Office of the Attorney General (FGR), submitted to the Chamber of Deputies the request to carry out the said procedure.
García Cabeza de Vaca is accused of possibly committing the crimes of organized crime, exploitation of resources of illegal origin and similar tax fraud.
What is García Cabeza de Vaca accused of?
According to this investigation, they filed a complaint a few months ago for unauthorized enrichment for more than 951 million pesos, and derived from that complaint, the Financial Intelligence Unit (UIF) and the MP integrated the research folder and was able to prove that between April and December 2019 financial triangulations were carried out that generated income of 42 million pesos from a front company which has no employees, capital or tax return history called TC12.

However, another allegation has been drawn from the investigations conducted with the cooperation of the former Pemex director, Emilio Lozoya, when the governor of Tamaulipas It was also denounced by the UIF, alleging operations involving means of illegal origin, complaints filed with the anti-corruption prosecution service and the FGR’s SEIDO. Upon his return to Mexico, García Cabeza de Vaca founded the company Chamoyadas products, SA de CV, located in modest premises in Reynosa. His brother, Ismael, who is a senator, founded the company Maquinados Industriales de Reynosa, SA de CV, in 2006 when Francisco Javier was mayor of Reynosa.
More charges against the governor of Tamaulipas
On several occasions, the one who has made the most allegations – in videos or at press conferences – was against the Governor of Tamaulipas, Francisco García Cabeza de Vaca, the former candidate for Morena’s national leadership, Alejandro Rojas Diaz Durán, who has pointed it out for, among other things, “his links to organized crime, huachicoleo, money laundering, tax evasion, ill-gotten wealth and his real estate”.

The conflict between GOAN and AMLO
Since López Obrador took power as President of Mexico, there have been a series of clashes over various issues of national politics with the governors of the Federalist Alliance, to which García Cabeza de Vaca belongs.
One of the main issues at stake was the federal government’s strategy to deal with the coronavirus pandemic, energy policy, federal budget cuts and the disappearance of the Trusts, among others.
An example of these disagreements occurred on November 16, 2020, when the governors of the Federalist Alliance They demanded that the federal government prefer to invest in pharaonic works rather than devote funds to the completion of priority projects in their country. They warned that there will be effects on education, security and gender violence prevention as resources were eliminated “without any strategy”.
They wondered that only the start of the Mayan train, one of the emblematic works projected by the federal government, will cost the same as the priority projects of those entities.
They also claimed that the federal spending budget for 2021 does not take into account resources for schools and that they are adjusting to the new reality. They expressed concern that resources to invest in security had diminished: equipment, training and benefits to the police, and accused that 2.6 billion pesos were also cut in programs to prevent gender violence.

“There is no entity in Mexico that feels safe, the uncertainty runs deep. The members of the Federalist Alliance are concerned that we no longer have the resources to continue investing in equipment, training and better services for our entities’ security forces.
One of the recent clashes was rooted in the power cut, which affected 4.7 million Mexicans. Federalist Alliance governors expressed concern and affirmed that only investment in infrastructure can guarantee reliability and security, “they are of concern to the state governments that make up the Federalist Alliance.”
